The strategic plan will use a system-wide perspective in addressing the need for adult education in California. The plan will reflect an assessment of the context for adult education that considers economic, demographic "driving forces", statewide educational needs, the federal and state policy environment, system strengths, and comparative information from other states.

Central to the planning process is defining a strategic position that describes the unique value-added role of adult education within the state's education system and economy.

The stages of developing the plan are: the needs assessment, the plan development, and the review and final approval of the plan. The research in the needs assessment and the outcomes of the planning process will serve as the basis for developing the plan.
