WIA Reauthorization Testimony Today

Martha Kanter, the new head of the Office of Vocational and Adult Education in the U.S. Department of Education, will testify today at the Senate Subcommittee on Employment and Workforce Safety in support of reauthorization of the Workforce Investment Act. She will be joined by Jane Oates from the Employment and Training Administration at the Department of Labor, Kathy Cooper from Washington state’s I-BEST program, and several others. The testimony is posted online and video will be available.

In her testimony, Kanter highlights three groups especially in need of WIA services – youth, people with disabilities, and English language learners. She mentions California as a state where hospitals are partnering with education providers to expand training for nurses, lab technicians and other healthcare positions. In closing, she mentions the importance of modernizing our literacy training programs by “using technologies not available during the last reauthorization.”

Kathy Cooper makes a strong case for integrating basic skills instructions with career pathways, and argues for increased funding.
