Amidst a year of budget cuts and vetoed legislation, one bill that made it into law was AB1163 which allows adult education programs to claim and expend no more than15 percent of their adult block entitlement for implementation of Innovation and Alternative Delivery programs approved by the State Superintendent of Public Instruction. The new law will take effect on January 1, 2009. It includes language requiring new auditable records and additional documentation that must be maintained by the agency if they are going to claim and expend more than 5 percent of their adult block entitlement. The Adult Education Office at the California Department of Education will be seeking clarification on the new requirements, and will be providing guidance to the field before the law takes effect.
