PUBLIC AND PRIVATE SECTOR INVOLVEMENT
This Plan has been widely circulated and reviewed by representatives from all groups required by the Adult Education Act.

This Plan has been widely circulated and reviewed by most groups concerned with the delivery and utilization of adult education. This chapter indicates the types of groups contacted and summarizes the process by which this report was reviewed and accepted.


Overview of Groups Consulted

Preparation of the California State Plan for Adult Basic Education: July 1, 1989 to June 30, 1993 included the most extensive outreach and consultation in the history of California's participation in this federal program. All major groups were consulted during the outreach process leading to the final preparation of this Plan (See Exhibit 1). The Revised State Plan underwent a similar review process.


Overview of Review and Approval Process

Review, outreach and approval of the California State Plan for Adult Basic Education: July 1, 1989 to June 30, 1993 was carried out under the direction of a special Adult Education Advisory Committee appointed by State Superintendent of Public Instruction Bill Honig. This twenty-six member committee was created during late Fall, 1988 for the primary purpose of overseeing the development of a long-term plan for adult education in California (See Coversheet for List of Members). This committee was also consulted for guidance concerning the development of the Revised State Plan.

A preliminary draft of the Revised State Plan was completed and submitted to this committee for review during February, 1992. Upon review, the Plan was revised and circulated to representatives from key user and provider groups. (See Exhibit 1 and Appendix 1.).

Six Public Input Sessions were held with group representatives at locations across the State. Approximately 1,000 mailings went out to inform interested parties about these public input sessions. In addition, the location, dates and times of the input sessions were posted on Connect (the electronic communication system through OTAN). The sessions were held in the following areas of the State:

    Approximately 130 people attended these hearings. Twenty-five provided oral comments, and 45 submitted written comments. The California Department of Education responded to the written comments (See Appendix 1).

    The Revised State Plan was adjusted in accordance with the viewpoints expressed by persons and groups attending these meetings. Upon final revisions, the Revised State Plan was submitted for approval to the State Superintendent of Public Instruction.

    In accordance with the requirements of the Adult Education Act this Plan was also submitted for review and comment to the following three bodies:

    Upon review by these bodies and subsequent revision, the Plan was signed by authorized officials and submitted to the U.S. Department of Education. (See Appendix 3 for comments.)


    Participation During Implementation of the Plan

    The Revised State Plan calls for continued and widespread involvement of agencies and individuals concerned with adult education. Furthermore, the Revised State Plan proposes development of indicators of program quality, i.e., Quality Standards, to guide the development of adult literacy programs. Quality Standards will be developed and adjusted through a broad-based participatory process by the CDE in accordance with procedures proposed for collaborative planning. The Program Quality Standards are to be applicable to varied instructional conditions and methods (e.g., classroom settings, open-entry/open-exit, computer assisted instruction). They will provide minimum standards for certifying educational providers. [Section 331(a)(2)]

    Because the Revised State Plan complements or works together with Adult Education for the 21st Century: Strategic Plan to Meet California's Long-Term Adult Education Needs, a Steering Committee of representatives from multiple agencies and sectors was established at the State level to oversee development of components of the Plan. Members were appointed by the State Superintendent of Public Instruction and the Chancellor of the California Community Colleges. The Committee meets at least twice per year. Collaborative planning among providers and user groups is encouraged at the local level, as well. [Section 331(a)(2)]

    Participation will be encouraged also by activities to increase awareness of the Revised State Plan and literacy issues in general. Once it has been approved by the U.S. Department of Education, copies of the Plan will be distributed to several hundred adult education providers and user groups throughout California. There will also be press releases and articles in professional publications to help increase awareness of plan proposals.
